ABSTRACT "Nuclear Power: Advanced Remote Monitering & Diagnostic Services - Preserving Atoms for Peace in Today's Economic Reality"

This presentation provides an overview and update on a collaborative industry­ scale project being led by the Utilities Service Alliance. Made possible by a grant from the U.S. Department of Energy, this initiative is designed to demonstrate, across participating USA member utilities, how advanced technologies can be applied to strengthen nuclear safety, plant reliability and assist in the preservation of the economic viability of the nuclear power industry.

Capabilities being developed and evaluated as a part of this Internet of Things (IOT) demonstration include integrated field sensing systems, artificial intelligence and centralized monitoring and diagnostics. It is expected that much of the resultant learnings can be directly applied to other industries including fossil generation, renewables, oil and gas and other large-scale industrial operations. The final work product will consist of a single unified platform encompassing all capabilities, a business case valuation assessment and recommendations for further expansion.

BIO:  Clinton Carter presently serves as the Director, Fleet Modernization for the Utilities Service Alliance. In this capacity, he is the Principal Investigator for implementing the Advanced Remote Monitoring and Diagnostic Services Project, a DOE sponsored initiative to research, design and develop technology-based systems across nuclear energy facilities to improve efficiencies while lowering operating expenses. Mr. Carter has 37 years of electric utility experience, including expertise gained through a variety of positions at the Comanche Peak Nuclear Power Plant, where he was a licensed Senior Reactor Operator. A pioneer of the industrial internet, Carter led the deployment of the world’s largest wireless industrial infrastructure supporting voice communications, mobile computing, and equipment condition monitoring at Comanche Peak. Carter was the original architect of Vistra’s Power Optimization Center. Today, the POC is recognized as the gold standard for delivering advanced monitoring and diagnostic services to nuclear, fossil and renewables generating facilities across the nation. As an entrepreneur, he successfully commercialized the POC model in both domestic and international markets. In collaboration with the Electric Power Research Institute, Carter conducted basic research and was involved in the development of numerous industry guidelines for deploying advanced technologies in power stations. In the academic sector, Carter previously served on Engineering Advisory Boards at the University of Texas at Arlington and Lehigh University.

Carter was a founder and Board Member of Azima DLI, an internet-based advanced analytics predictive technologies services provider. Mr. Carter holds a B.S. in Nuclear Engineering from Kansas State University, an M.S. in Engineering Technology from the University of North Texas and an MBA from Texas Christian University.
